The process is structured to ensure only the most effective solutions move forward to the next phase. The four distinct phases are: -
Phase 0 (Request for tenders): This is the initial competitive stage where the tender is officially launched. Suppliers will submit their bids, outlining their proposed approach and qualifications for the project.

Phase 1 (Solution Design): 5 selected contractors will develop and present their concept, including full system architecture and design, supported by documentation demonstrating technical, economic, and organisational feasibility.

Phase 2 (Prototype Development): Solutions will be built and tested under controlled laboratory conditions. 3 contractors will validate performance against defined technical and environmental criteria and submit progress deliverables and an end-of-phase report for evaluation.

Phase 3 (Validation in Real Operational Environment): The 2 most promising solutions will be tested in real hospital settings. Independent verification and third-party data will be used to assess performance under operational conditions, following defined validation scenarios and processes.
After each phase, evaluations will identify the most promising solutions in terms of value for money and alignment with user needs, enabling iterative improvement based on feedback and lessons learned before progressing to the next stage. |
